  2. THE RULE OF ST FRANCES, 1223
  3.  
  4. The original Rule of St Francis consisted of a few precepts
  5. from the Gospels.
  6.  
  7. The rapid growth of the Order, needed more detailed regulations.
  8.  
  9. This Rule was approved by Pope Honorius III in 1223.
  10.  
  11. 1) This is the Rule of the Brothers Minor, who shall live
  12.    in obedience, poverty and chastity.
  13.  
  14.    Brother Francis promised obedience to the Pope, his successors
  15.    and to the Roman Church and this is what all brothers will
  16.    be bound by.
  17.  
  18. 2) If any one wishes to join the order, he shall be sent to
  19.    their provincial minister. The minister will examine them
  20.    on their beliefs and on their desire to join us.
  21.  
  22.    If the minister is satisfied about their desire to join,
  23.    he will tell them to give all their worldly goods to
  24.    the poor.
  25.  
  26.    They will be given the following clothes : two gowns
  27.    without cowls and a belt, a hose and a cape down
  28.    to the belt.
  29.  
  30.    They will join us for a 1 year probationary period.
  31.  
  32.    If they pass this year, they will be given a gown with a
  33.    cowl, and another, if they wish it, without a cowl.
  34.    And those who really need them may wear shoes.
  35.  
  36.    All brothers should wear humble garments and repair them
  37.    as often as they need to. They should shun rich colours
  38.    and rich food.

  40. 3) The clerical bothers shall perform the Divine Service of
  41.    the holy Roman Church.
  42.  
  43.    The lay brothers shall say 24 Paternosters at matins, 5 at
  44.    lauds, 7 each at Prime, Terce, Sext and None, 12 at
  45.    Vespers, 7 at Completorium; and they shall pray for
  46.    the dead.

  48.    All brothers should fast on a Friday.
  49.  
  50.    When brothers go out into the world they should not
  51.    quarrel; they should be gentle and peaceable,; they ought not
  52.    to ride, but rather walk; whatever house they go into they
  53.    should say 'Peace be to this house'.

  55. 4) Brothers should never receive coin or money.
  56.  
  57. 5) Those brothers with ability, should work, but they cannot
  58.    receive wages. They should be given 'corporal necessities',
  59.    rather than coin or money.
  60.  
  61. 6) The brothers shall possess nothing, neither a house, nor
  62.    a place, nor anything. They should beg for alms.
  63.  
  64. 7) Those committing mortal sins shall be sent to the local
  65.    provincial ministers, who shall, with mercy, give them
  66.    penance.
  67.  
  68. 8) All brothers will have a minister general, whom they
  69.    should obey. New minister generals will be elected by
  70.    the provincial ministers.
  71.  
  72. 9) Brothers shall not preach in places where the local bishop
  73.    forbids it.

  75.    Only brothers who have the permission of the provincial minister
  76.    can preach.

  78.    When preaching, brothers should be brief and use the language
  79.    to its greatest effect.

  81. 11) I strictly forbid all brothers to speak to women, in case rumours may
  82.     spread.

  84.     Nor should brothers enter a nunnery, nor should they be
  85.     fellow god-parents with men and women.
  86.  
  87. 12) If any brother wishes to go among the Saracens and other infidels,
  88.     he should get permission from the provincial minister.
